David Maxwell, a former top aide to Ken Paxton, endorsed James Talarico for the U.S. Senate. Maxwell and other agency employees reported Paxton to the FBI in 2020, alleging he improperly used his office to benefit donor Nate Paul. After they were fired, they sued under the Texas Whistleblower Act. A judge later ordered Texas to pay the whistleblowers $6.6 million; Paxton did not appeal but has not admitted wrongdoing, and related investigations closed without action.
Maxwell testified against Paxton at his 2023 impeachment trial, saying Paxton pushed him to pursue investigations on Paul’s behalf. The Texas Senate acquitted Paxton.
