The Senate rejected a resolution requiring a report on violence in the West Bank, with John Fetterman the only Democratic senator voting against it. Rand Paul also introduced a separate bill to condition aid to Palestinian governing entities, which Chris Van Hollen blocked from passing by unanimous consent.
Nearly all Senate Democrats supported a resolution requiring the State Department to report to Congress on violence by settlers and Israeli forces in the West Bank, including killings and detentions of Americans. The resolution failed, 51-47. If it had passed and the report was not delivered within 30 days, most U.S. security assistance to Israel would have been cut off; after the report, any senator could have forced a vote on cutting off aid. John Fetterman was the only Democratic senator to vote against it, while Rand Paul was the only Republican to support it.
Jeanne Shaheen, Chris Van Hollen, Tim Kaine and Bernie Sanders led the resolution. Richard Blumenthal, a cosponsor, said lawlessness in the West Bank threatened Israel’s moral standing and shared values. Paul introduced a separate bill that would condition aid to Palestinian governing entities on a series of requirements and require a human-rights report. Van Hollen objected to Paul’s request for unanimous consent, arguing that the bill conflated the Palestinian Authority with Hamas and would cut off U.S. counterterrorism cooperation with the Authority.
