Ahead of a planned Senate vote on a Russia-Iran sanctions package, Sen. Sheldon Whitehouse said the bill reflected bipartisan support for Ukraine and urged the administration to enforce its measures.
In an interview before the Senate was expected to vote on the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, Whitehouse said the package would impose sanctions on Russia and supporters of its war in Ukraine, target Moscow’s shadow fleet and authorize tariffs on some importers of Russian oil and gas. He said adding Iran would improve the bill’s prospects and would not change his support.
Whitehouse said the measure had more than 60 bipartisan Senate cosponsors and described its support for Ukraine as broad and continuing. He said Congress’s first priority after enactment should be ensuring the Trump administration enforces the sanctions. These were Whitehouse’s assessments in the interview.
