Sen. Adam Schiff introduced bipartisan legislation to give local governments more time to use FEMA funding for staff who process building permits after disasters. The bill would extend the funding window from 180 days to two years.
Schiff’s Reducing Red Tape for Rebuilding Act would let local governments use FEMA funding for additional building-code enforcement staff, including permit processors, for up to two years rather than 180 days. The bill would also let cities and counties choose when that period begins. Schiff said communities often spend the first six months on debris removal and cleanup before they can begin rebuilding.
Schiff’s office said local permitting departments can face more than double their usual staffing needs after a disaster. More than a dozen organizations endorsed the legislation, and the National Association of Home Builders’ chair said longer-term funding could reduce permitting delays. Sen. Joni Ernst is a co-sponsor, and the bill was referred to the Senate Committee on Homeland Security and Governmental Affairs.
